Purpose of consultancy:

The primary purpose of this post is to provide support to Asia Pacific country offices on GBV administrative data systems.

Scope of work:

Comprehensive GBV response services, which can range from psychosocial support and case management services, health, legal and justice response and security services provided by a variety of government ministries, must be guided by a survivor-centered approach which prioritises the safety, confidentiality, right to self-determination and protection from discrimination. For direct GBV service providers, systems which ensure the safe and ethical management of highly sensitive individual data collected and managed during the process of service provision (GBV administrative data) are a key component in achieving survivor-centered care, and promoting quality, coordinated service provision. These systems should be in place in order to:

a) facilitate safe and ethical GBV data collection and sharing in order to support a continuous process of evaluation in the improvement and coordination of services to ensure that survivor-centered care is supported, and

b) to support quality service provision by providing a set of tools which help service providers to support survivors, in an integrated manner.

The need for administrative data on gender-based violence is high on the global agenda. GBV administrative data gives information about the availability, accessibility and effectiveness of GBV services. Hence they form an integral part of the GBV multi-sectoral response system. Yet, despite the potential importance of such administrative data for improving policy and programmes, benefitting survivors and ensuring accountability of perpetrators, synthesis of good practices and guidance for their collection from and use by different sectors is generally lacking.

The most robust GBV administrative data system is the GBV Information Management System (GBVIMS) that is developed for humanitarian settings. Given the rigour and effectiveness of this system, GBVIMS globally is currently piloting adaptation of the system in non-humanitarian settings. In 2022, APRO GBV Team partnered with global GBVIMS Coordinator to organise two webinars on GBVIMS systems to inform Country Offices of the details of the system and share experiences from countries already rolling them out.

Given the high level of interest in setting up GBV administrative systems and the ever increasing demand for technical support in this area, in 2023, APRO will prioritise capacity building of national governments, country offices, civil society organisations to ensure safe and ethical generation, collection, analysis, storage and use of quality GBV multi-sectoral administrative data. This will include adaptation of GBV Information Management systems for development context and support to ongoing GBVIMS roll out countries.

Under the overall supervision of the Regional GBV Advisor and in close collaboration with the global GBVIMS inter-agency Coordinator/GBV Specialist (IM) at the UNFPA Humanitarian Response Division, and in coordination with the global GBVIMS inter-agency Technical Team, the consultant will support the following:

1. Technical Support

Conduct capacity needs assessments on GBVIMS/GBVIMS+ across the region

Support provision of technical support including system administration where needed, for GBVIMS/GBVIMS+ system roll out to ensure alignment with global guidelines and best practice

Support the design and delivery of targeted country capacity development on GBV case management data management for UNFPA personnel and for inter-agency groups in the region

Support country offices in the adaptation of GBVIMS+ for use by the government and contribute to development of regional/global guidelines in this area.

Support country offices to review existing GBV administrative data systems and ensure application of survivor centred approach across the data collection, sharing and analysis process

Collaborate with the GBVIMS inter-agency Technical Team with participation in weekly coordination calls to share information on developments in the region and to contribute regional perspectives to global learning products.

2. Knowledge Management

Conduct mapping of existing GBV administrative data system in Asia Pacific region

Support development, revision and finalisation of training material, user manuals, guidelines and reference tools and other products, as they arise.

Document promising practices, strategies and approaches in aligning national GBV administrative data systems in line with global guidelines.

Collaborate with and contribute to UNFPA and the global GBVIMS Inter-Agency Coordinator’s regular monitoring and evaluation processes

The Specialist will report to the UNFPA APRO GBV Advisor and work in close collaboration with the UNFPA APRO GBV Technical Specialists. The UNFPA GBV Specialist (IM), UNFPA Humanitarian Response Division, will provide overall technical guidance to the Specialist who will be part of the GBVIMS global Technical Team, coordinating closely with other members of that team (UNICEF, UNHCR, IMC and IRC).

Duration and working schedule:

The total duration of the consultancy will be 60 working days between May to December 2023. The selected consultant will develop a workplan in consultation with the UNFPA APRO GBV Team.

Place where services are to be delivered:

This consultancy is homebased but the consultant may be required to travel to Bangkok, Thailand or to country offices in the Asia and the Pacific region.

Delivery dates and how work will be delivered:

Basis of payment: Daily rate, to be paid in 2 instalments upon accumulation of 30 working days respectively on the basis of work completed towards deliverables specified below and acceptance by UNFPA APRO. While the type of deliverables is mentioned below, the exact number are not possible to be quantified at this stage given the majority of the work will be demand driven from UNFPA Country Offices

Expected deliverables include, among others:

Technical support to Country Offices to assess, roll out and maintain GBV administrative data systems, particularly GBVIMS/GBVIMS+

Support for technical review of CO documents, guidelines, training curricula and other relevant material for Country Offices

Mapping of existing GBV administrative data systems

Documentation of promising practices and approaches in aligning national GBV administrative data systems in line with global guidelines.

Support country offices to adaptation of GBVIMS+ for use by the government and contribute to development of regional/global guidelines in this area.

Support development, revision and finalisation of training material, user manuals, guidelines and reference tools and other products, as they arise

Note that no payment will be made until the corresponding deliverables are formally accepted and approved by UNFPA APRO.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

A work plan/delivery monitoring schedules will be determined by APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.

Supervisory arrangements:

The GBV Administrative Data Systems consultant will report to UNFPA APRO GBV Technical Advisor.

Expected travel:

Travels to the Regional Office (APRO) and/or UNFPA Country Offices or other venues are expected, with exact dates and duration to be determined based on the need at the time of deployment. Travel expenses will be covered by UNFPA as per Travel policy.

Required expertise, qualifications and competencies, including language requirements:

Master in public health, social work, political science, gender studies, human rights and international law or other related degree.

At least 7 years of mid-level programme management experience, preferably including at least 5 years implementing a GBV program in a humanitarian or development context

Deep understanding of the GBV guiding principles and what it means to provide a survivor-centered response

Understanding of the steps in case management and the intersections with information management. Experience supporting staff in GBV case management

Experience providing case management training is a plus.

Experience developing and facilitating workshops and webinars;

Experience in database development, usage and management;

Demonstrated capacity to analyze data/statistics for humanitarian operations

Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart and data analysis;

Familiarity with browser-based applications, interfaces, workflows, role-based access

Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;

Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise;

Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies;

Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment

Fluency in English (written and spoken) required

Remark:

The consultant will use their personal laptop/computer. UNFPA APRO will link the consultant to Country Office Gender focal points where necessary.
