Director, Asia and the Pacific Regional Office

Ms. Nobuko Horibe

Ms. Nobuko Horibe, a national of Japan, was appointed Director of UNFPA’s Asia and the Pacific Regional Office in September 2008. Her UN career began with the UNDP in Barbados. Since joining  the UNFPA in 1987, she has worked in a number of countries in Asia, as well as at the headquarters of UNFPA, UNOPS and UNODC in New York and Vienna. Prior to joining the regional office, she was the Deputy Director of the Division for Oversight Services (DOS) at the UNFPA Headquarters.

Deputy Director, Asia and the Pacific Regional Office

Ms. Lubna Baqi

Ms. Lubna Baqi became Deputy Director of the Asia and Pacific Regional Office in September 2011. Prior to this, she was Associate Director of the United Nations Development Operations Coordination Office (UNDOCO) in New York for three years. Ms. Baqi first joined UNFPA in 1990 as a programme officer for Asia and the Pacific, and has served as special assistant to the Deputy Executive Director (Programme), Deputy Representative in Egypt, Representative in Sri Lanka and Country Director for Maldives.


Director and Representative, Pacific Sub-Regional Office

Dr. Laurent Zessler

Dr. Laurent Zessler, a national of France, was appointed Director and Representative of the Pacific Sub-Regional Office in November, 2013. Dr. Zessler joins the Asia and the Pacific Region from Afghanistan where he most recently served as the UNFPA Country Representative. Dr. Zessler joined the UNFPA in 2011 from UNAIDS where he served as Senior Regional Advisor for West and Central Africa; as country director for Brazil, Argentina, Chile, Paraguay, Uruguay, Vietnam, Pakistan and Ecuador, between 1996 and 2011. In 1995, Dr. Zessler served as the AIDS/STI Intercountry Advisor for WHO in Pakistan; until then he had served as the AIDS/STI Intercountry Advisor for PAHO/WHO from 1989 in Ecuador, Venezuela, Uruguay, Argentina, Chile, Paraguay and in Washington DC. Dr. Zessler has also worked as an Associate with Pasteur Institute in France and as a medical officer for the Ministry of Foreign Affairs in Sudan. Dr. Zessler holds a Doctorate in Medicine from the Paris School of Medicine, Université René Descartes, a Master in Public Health from the Bloomberg School of Public Health from Johns Hopkins University and has done a Fellowship in Infectious Diseases at the School of Medicine from Johns Hopkins University.


Deputy Director, Pacific Sub-Regional Office

Mr.  Mark Bryan Schreiner

Mr. Mark Bryan Schreiner, a national of Canada, was appointed Deputy Director of the Pacific Sub-Regional Office in September 2013. Mr. Schreiner joins the Asia and Pacific Region from Africa where he most recently served as UNFPA Deputy Representative to the Republic of South Africa. During his career with UNFPA he served as UNFPA Representative a.i for South Africa and Eritrea Country Offices; supported UN Reforms and inter-agency work as Regional Programme Specialist to the UN Regional Directors Team for East & Southern Africa; and served as Programme Specialist with the UNFPA Africa Division in New York, and UNFPA Nigeria Country Office in Lagos. Mr. Schreiner has also worked with the United Nations Environment Programme in Kenya and the United Nations Economic and Social Commission for Asia and the Pacific in Thailand.
